Starting July 1, the Government of Western Australia has officially banned the use of foam packaging (EPS) — marking a major step in reducing plastic waste and protecting the natural environment.

This new rule is part of the state’s ongoing effort to promote sustainability and environmentally responsible business practices.

1. Phase 2 of the Plan for Plastics

The ban falls under Phase 2 of Western Australia’s Plan for Plastics, applying to all businesses, manufacturers, retailers, and distributors across the state.

Under this regulation, expanded polystyrene (EPS) and other non-recyclable soft plastic packaging are no longer allowed to be sold or supplied in Western Australia.

These materials are difficult to recycle, easily leak into the environment, and pose serious risks to wildlife.

2. A Step Forward for Sustainability

Matthew Swinbourn, Parliamentary Secretary for Environment, stated that eliminating foam packaging from the supply chain is “a practical way to protect nature and encourage businesses to adopt more sustainable packaging alternatives.”

He also recognized the efforts of manufacturers, distributors, and retailers who have proactively sought and implemented eco-friendly solutions to replace foam packaging.

3. 28-Month Transition Period for Businesses

Before the ban took effect, businesses were given a 28-month transition period to test and prepare alternative packaging materials with government support.

Some exemptions remain in place for medical applications, fresh food delivery, and fragile items where safe alternatives are not yet available.

4. Toward a Circular and Low-Waste Economy

This move aligns with Australia’s national roadmap to phase out EPS plastics and represents a step forward toward a circular, low-waste economy.

The Western Australian Government and the National Retail Association have jointly provided guidelines and resources to help businesses understand and comply with the new rules.

By strengthening its plastic regulations, Western Australia reaffirms its commitment to reducing environmental impact and supporting sustainable innovation in packaging and production.
